White Cap Ventures has proposed a 30,075 s.f. building on Parcels 3 and 4, totaling 4 acres, at the end of Winter Sport Lane, Williston, in the Industrial West Zoning District. 

Santa Ana, California and Williston, Vermont are the only two NCATC offices in the U.S. spying on Americans. The proposed warehouse space would increase the capacity of ICE’s domestic spying operation. 

The Government Services Administration was actively seeking to lease a 30,075 square foot office/warehouse space in Williston in late 2024. On March 11, 2025, the representatives of White Cap, Normand Stanislas (Property Manager) and Jacques LaRose (Engineer), met with the DRB with a Pre-Application for this warehouse at the end of Winter Sport Lane, with 162 additional parking spaces. When asked about the proposed use of the building, LaRose said he was not exactly sure, but it was “likely for public administration.” We know that there is already a National Criminal Analysis Targeting Center (NCATC) down Winter Sport Lane, and that there are ads to hire more analysts to occupy this location. There is good reason to believe that both these businesses are arms of ICE’s surveillance work.

Across the U.S., ICE is leasing space in mixed-use buildings. Currently, ICE is sharing a building with a restaurant, day care center, gym, and health center in the White Cap Business Park. The Vermont Agency of Human Services operates the Department of Children and Families at that location. The workers, children and families visiting this site might realistically feel uneasy and vulnerable with ICE so close by.

The requested 162 additional parking spaces on the application will likely lead to the demise of the forest between the end of Winter Sport Lane and the residential area on North Brownell Road. The importance of preserving forested areas and current wildlife corridors must be considered. Once they’re gone, they’re gone. The landscaping and buffer between the new warehouse and North Brownell Road is a concern of the DRB and must be settled in the Discretionary Permit.  

The General Services Administration tends to keep leasing information at minimum to protect against protests and potential harm to DHS agents. Without prior public notice to local officials, they get in the ‘back door’ surreptitiously. 

We, as concerned citizens, need to be on this before it’s too late. 

We cheer the owners of other warehouses, as well as local governments across the country, in towns such as Byhalia, MS; Chester, NY; Ashland, VA; Merrimack, NH; Oklahoma City, OK, that have used conscience as their guide to stop the potential leasing of their property to DHS/ICE. The owners of White Cap have shown no such conscience and concern for our community, so it is up to our community to voice our concerns and say NO to ICE’s surveillance expansion.

ICE is causing irreparable harm to people and communities, both locally and nationally. Analysts at the Targeting Office at White Cap Business Park will red-flag social media accounts for language deemed hostile to the White House agenda and labeled domestic terrorism. Pro-Democracy groups or anyone exercising their First Amendment rights of free speech, press and assembly could be swept up and targeted (see NSPN-7).
